When I first reviewed the interaction, I judged that, similarly to other items, two items that each have a chance to modify a fired tear should interact about as expected, i.e. each have a separate, non-interacting chance of proccing. Your comment has made me rethink things, and while I wouldn't consider it an interaction or a synergy, I do think it's worth noting (just to clear up the ambiguity). I notice there's already a reference on both pages to how similar their effects are; I would recommend adding your edit (as a sub-point) to that line.
